CEO and President, Sal Lifrieri, served as the Director of Security and Intelligence Operations for the Office of Emergency Management under Rudolph Giuliani, was the head of the Protective Operations Unit of NYC's prestigious Municipal Security Section, and is a retired "Detective First Grade" of the NYPD. His previous experience provides Mr. Lifrieri with the background and expertise he now utilizes in his leadership of Protective Countermeasures & Consulting, Inc.

History and Experience
Director of Security & Intelligence Operations for the Office of Emergency Mgmt.

Mr. Lifrieri served as the Director of Security and Intelligence Operations for
Mayor Rudolph Giuliani's Office of Emergency Management from January 1996 to January 2001.
In this role, Mr. Lifrieri held many management responsibilities formanaging security, intelligence, and counter surveillance for the Office Emergency Management. Some of his most notable responsibilities included:

  1. • Crisis and contingency planning for the city and a number of its larger corporate residents
  2. • Risk assessment and crisis/consequences planning for the city's key buildings and critical infrastructure
  3. • Coordination of intelligence and anti-terrorism operations with city, state, federal, and international agencies/countries
  4. • Security, design and construction of New York City's Emergency Operations Center
Protective Operations Unit: New York City's Municipal Security Section
From 1994 to 1996, Mr. Lifrieri headed the Protective Operations Unit of New York City's prestigious Municipal Security Section.
In this role, his responsibilities included:
  1. • Personal protection of Mayor Guiliani, his family, and other elected NYC officials
  2. • Developing protocol for threat assessment and investigation
  3. • Establishing protocol for conducting site security surveys as related to all mayoral appearances
  4. • Protecting critical NYC infrastructure and key public buildings
  5. • Managing the implementation of all security upgrades
New York Police Department
Mr. Lifrieri retired from the NYPD in January 2001 after 20 years of service. During this time, Mr. Lifrieri:
  1. • Was specially assigned to the Intelligence Division, where he developed and led the department's
    "Russian Organized Crime Project"
  2. • Received numerous decorations and awards, including the prestigious rank of "Detective First Grade"
