Ten Tips When Planning for Terrorist Bombings

In the aftermath of recent terrorist bombings in Mumbai, India,
noted counter terrorism expert Sal Lifrieri offers
timely advice on dealing with these events

NEW ROCHELLE, NY, July 12, 2006 – Yesterday’s bombings in Mumbai, India triggered a major response from the New York Police Department and related agencies to increase the city’s vigil against terrorist attacks. But what should you do if the worst happens, or at least the potential exists? Sal Lifrieri, president of Protective Countermeasures & Consulting Inc., a leading advisory services firm specializing in threat and vulnerability assessments and counter espionage and counter terrorism, said, “If the potential for a bombing exists, or an attack actually occurs near your offices, be prepared to address your employees’ concerns about traveling, especially on public transportation.” Lifrieri offered the following guidance, in the form of his Ten Tips for Responding to Terrorist Bombings:

1. Find out from your staff how many are currently using mass transit;
2. Identify your key personnel and determine how they get to work;
3. Identify key personnel who have the ability to work remotely from home or another location;
4. Be prepared to institute the same plan that was in place for the 2005 transit strike;
5. Rent monthly car spaces, if necessary, so that staff have the option of driving to work;
6. Encourage the development of a car pool program;
7. Have evacuation and transportation plans ready to go if needed;
8. Identify alternate means of transportation, such as taxis, car services, buses,
or even helicopters;
9. Practice building evacuation drills regularly; and
10. Review your pans with the NYPD, FDNY, and the City’s Office of Emergency Management
